Q: Who will be eligible to participate in the health insurance exchanges?



The health insurance marketplace is open to U.S. residents or legal aliens who are not incarcerated. You must live within the state that the marketplace is based. In other words, you must buy insurance in Alabama if you live in Alabama. You cannot shop for plans in another state, even if they are less expensive.

The marketplace or exchange is for individuals under age 65. People 65 years of age and older will continue to use Medicare.
